Agent control boundary

An agent control boundary defines the data, tools, transaction values, counterparties, actions, and conditions within which an AI agent may operate.

Boundaries should be specific, visible to administrators, and revocable.

When an item falls outside the boundary, the system should pause and route it to an authorized person.
